Job Summary
inSupply Health Ltd. is seeking a dynamic and experienced Manager – Data Transformation, Intelligence & Impact (DTII) to lead the design and implementation of practical digital health and data solutions that improve supply chain performance and decision making. This Nairobi-based role, with regional travel, offers a unique opportunity to shape digital health, data use culture, and evidence generation across inSupply projects.
The successful candidate will play a high-level strategic and technical leadership role, bridging the gap between complex data science and frontline health impact. They will lead the design and implementation of digital solutions, contribute to business development, and provide oversight to MLE activities. They will design and operationalize M&E frameworks and lead data collection and analysis to support the integration of health and logistics data into national systems. The role involves spearheading research aligned with project goals, contributing to global learning agendas, and expanding inSupply’s reach by offering AI-driven digital solutions to both the public and private sectors.
In addition, the Manager will oversee the “Advancing Equitable and Operational AI for Last Mile Supply Chains” project funded by the Patrick J. McGovern Foundation (PJMGF). This involves owning the end-to-end lifecycle of digital health and AI/ML solutions, providing architectural guidance, and identifying opportunities to leverage AI to improve health commodity availability. They will oversee all digital health and AI/ML solutions across the organization’s portfolio, including Workforce Development (WD), Over-the-Counter (OTC), and Neglected Tropical Diseases (NTD).

Responsibilities:
Digital Health & AI/ML Leadership
- Strategic Visioning: Identify high-impact opportunities to improve data visibility and use across supply chain systems including LMIS and national HIS..
- Technical Oversight: Provide technical oversight for digital health solutions, ensuring alignment with national architectures(e.g DHIS2,LMIS e.t.c) Operational AI Implementation: Oversee the development of AI-enabled tools, such as mobile-based Optical Character Recognition (OCR) for digitizing handwritten records and predictive forecasting models.
- Standards & Best Practices: Establish and enforce standards for system design, data structure and development processes to ensure scalability and sustainability.Ensure all digital and data solutions align with inSupply internal standards and country national digital health and interoperability frameworks. Data Governance: Guide the team on data governance, security standards, and responsible AI principles to ensure data integrity and user trust and ensure compliance with national data governance frameworks, data protection regulations and responsible data use practices.
- Architecture Design: Support the design of integrated data solutions that connect existing supply chain workflows and health data to enable timely and actionable insights.
Research, Monitoring & Evaluation
- Project Management: Drive the timely delivery of work plans, budgets, and deliverables for designated projects, ensuring alignment with donor expectations.
- M&E Systems: Design and operationalize comprehensive M&E frameworks that integrate routine data, digital tools and dashboards to support adaptive program learning.
- Advanced Analytics: Apply predictive and prescriptive analytics to strengthen supply chain forecasting and overall program performance.
- Implementation Research: Lead implementation research to assess what works, inform program improvement and contribute to learning agendas Stakeholder Engagement & Policy Influence
- National Engagement: Engagement with MOHs at national and county level, TWGs e.t.c to align solutions with government policies and priorities.
- Partnership Development: Identify opportunities for technical partnerships and represent inSupply in policy dialogues, technical advisory groups (TAGs), and strategic forums.
- Thought Leadership: Translate complex data into compelling narratives and policy briefs to inform national-level decisions and strategic learning.
People and Team Development
- Technical Mentorship: Lead, mentor, and grow a high-performing team of Senior Analysts and Analysts, providing technical backstopping and coaching.
- Capacity Building: Lead internal and external training on data visualization, tool utilization, and interpreting AI-generated insights.
- Risk Mitigation: Monitor the progress of development work and identify and mitigate technical and operational risks related to system adoption, data quality and operational constraints.
Project delivery and accountability
- Ensuring assigned projects are delivered on time, within scope and budget, monitoring financial performance including burn rates and resource utilisation
- Supporting Business Development and pipeline growth by identifying opportunities within existing and new clients and maintaining strong government and client relationships to ensure high levels of client satisfaction
Qualifications:
- Education: Bachelor’s degree in Public Health, Data Science, Epidemiology, Supply Chain, or a related field. A Master’s degree is highly desired.
- Experience: At least 8 years of progressive experience in Digital Health, MLE, analytics, or implementation research within global/public health programs
- AI/Digital Health Expertise: Demonstrated experience in designing and implementing digital health frameworks and applying data science, advanced analytics, or AI/ML solutions to health programming.
- Leadership: Strong project management skills with experience managing multi-stakeholder projects and donor-funded initiatives.
- Technical Skills: Proficiency in Microsoft Excel and one or more analytical softwares such as Python, R, SPSS, or SAS.
- Communication: Excellent oral and written communication skills, with the ability to distill complex ideas into simple language for non-technical stakeholders.
- Proven experience in Business Analysis
- Travel: Ability to travel up to 30% of the time regionally and internationally.
- Experience with client relationship management and partnerships with members of the international donor community, including bilateral and multilateral donor agencies and private foundations.
- Ability to contribute to both individual and institutional capacity-building efforts, including training, holding workshops and providing support and mentoring
- Works effectively in teams while independently managing time and results., proactive and clear communicator who demonstrates technical leadership across diverse teams Experience working with the Ministry of Health and local governments in health systems strengthening.
- Experience with mining, analysis, interpretation and presentation and visualization of data desirable and knowledge of software computer applications to facilitate data analysis.
- Ability to work comfortably in the MS Office package, specifically MSWord, Access, Vizio, and PowerPoint.
